In October 2010, I participated as a citizen delegate in the First NSK Citizens’ Congress in Berlin. The following is a proposal text for a closing document that I had prepared on the next-to-last night of the congress. The closing document agreed upon by all delegates can be found on the NSK Times Website. This is my version:

NSK state as a state in time, without territory, exists eternally, without beginning or end. As a state that is based on the domination of art over politics, it manifests itself there where NSK citizens work together to artistically express NSK tradition and ideology.

It was in the early 1980ies when brave pioneers and heroes, guided by the Immanent Consistent Spirit, came together to create the NSK organization, to be the first to explore NSK ideology and thereby be the first to manifest the NSK state.

While a strict and authoritarian rule was necessary during the first difficult years of manifestation, NSK state has grown strong and stable enough, so that it is now time for all citizens, never forgetting the great efforts of the pioneers, to take control of the state’s organization.

The First Citizen Congress declares the NSK state to henceforth be organized in the form of a democracy in the absolute sense of the term: In the spirit of equal representation the legislative and governing body of the NSK state will be the totality of all citizens, when they speak with one voice.

The NSK organization will remain as a part of the NSK state and fulfill the duty to execute the decisions of the NSK citizenry and to publically represent the NSK state. The NSK organization is free to organize its inner affairs according to its own regulations.

Enlightened by the wisdom of the Immanent Consistent Spirit, the NSK state recognizes that all, women and men alike, are not created equal, but each endowed with their own abilities, interests and personalities. The NSK state will therefore not dictate its citizens how to express their citizenship. Instead, all citizens are encouraged to manifest the NSK state by forming their own bonds and projects within and outside the NSK state. In this context, they are free to find their own way of propagating and developing NSK tradition and ideology, as long as they don’t violate NSK core principles.

To facilitate bonding and cooperation between citizens, the First NSK Citizen Congress calls on the NSK organization and all NSK citizens to collaborate in order to create platforms and spaces where NSK citizens can meet and interact.

When, at this point in time, we as NSK citizens look at our common state, we can see in one direction a glorious past and in the other direction the promise of a golden future.
